World Health Organization is hiring an experienced Executive Associate (Finance) at their New Delhi location. Under the overall guidance of NPO (Administrative Support) and direct supervision of NPO (Finance), the incumbent will assist in effective and efficient implementation of workplan activities in the area of Budget and Finance.
The complete details of this job are as follows:
Verify payments/claims (including checking of calculations) concerning settlement of claims, payments of APWs, TSAs, DFCs, Goods POs, LOA, Imprest POs etc. done by the Accounts Assistants; suggest improvements towards a more strengthened and effective control mechanism related to the work-flow of large number of invoices that are received in WCO-BFU.
Generate MIS related to pending invoices, and other related areas (invoices beyond a threshold amount, for specific suppliers etc.) to the knowledge of supervisor in a timely manner.
Review encumbrances and ensure timely closure of eligible POs. Maintain regular follow up with technical teams for timely settlement of encumbrances; closure of DIs and DFCs.
Review obligation documents/ proposals, provide budgetary clearance and ensure their timely submission in GSM.
Verify monthly field expenses journalization and ensure timely recording in eImprest/GSM; ensure accurate and timely processing of SSA payroll, disbursement of SSA remuneration and field replenishment.
Visit the institutes/project offices to review/monitor their accounts/working and suggest improvements.
Ensure that the panel of signatories in all WCO India bank accounts are maintained and kept up-to-date; oversee management of field network banking operations.
Assist supervisors and other professional officers in all aspects of accounts maintenance and budget control by providing reports on financial status, procedures, exchange rates, costs and expenditures and potential funding problems. Assist in responding to budget/finance queries from BFO/SEARO, FIN/ACT/HQ, GSC and Govt. of India.
Ensure maintenance of financial and accounting records for classification and recording of financial transactions and for the reconciliation of accounts and preparation of recurring or special reports.
Assist in the conduct of periodical Programme Review Meetings including preparation of financial data for budget estimates and financial planning.
Assist in timely closure of Annual/Biennial Books of Accounts and coordinate with RTL Offices on various aspects ensuring timely submission of the WR’s Letter of Representation.
Assist supervisor with PPTs, draft comments on various documents and with necessary reports for meetings. Draft clear and concise communications on various aspects related to WCO-BFU operations.
Oversee the work of other team members; as assigned by the supervisor for compliance and quality assurance purposes.
Perform other duties as assigned by the supervisor.
Essential: Completion of secondary school education.
Desirable: Training in Budgeting and Accounting. Training in computer applications including Excel.
Thorough knowledge of WHO Financial Rules, Regulations, and Procedures and GSM usage in Financial Accounting Modules.
Good knowledge of computer applications and softwares including MS Office applications (specifically excel, word and ppt).
Ability to draft reports/correspondence concisely and clearly, etc.
Ability to maintain good working relationships.
